The Sindh government has launched a high-level investigation into a massive corruption scandal at the Board of Intermediate and Secondary Education BISE Mirpurkhas. Following a series of arrests, provincial authorities revealed that thousands of fraudulent matriculation certificates were allegedly issued between 2021 and 2025, potentially compromising the integrity of Pakistan’s national identification system.
 

One Month Investigation Mandate

Sindh’s Minister for Universities and Boards, Muhammad Ismail Rahu, has constituted a three-member inquiry committee to dismantle the corrupt network. The panel is chaired by the Vice Chancellor of Sindh University, Prof. Dr. Fateh Muhammad Marri, and includes the Vice Chancellor of the University of Sufism and Modern Sciences, Prof. Dr. Imamuddin Khoso, and the Chairman of BISE Shaheed Benazirabad.
 
The committee’s primary objectives include:
  • Scrutinizing examination records and internal management systems from the last four years.
     
  • Identifying systemic weaknesses that allowed grade manipulation and illegal certificate issuance.
     
  • Recommending legal action against officials involved in bribery or negligence.
     
  • Submitting a final report to the provincial cabinet within a strict 30-day window.
 

Scale of Fraud and Security Breach

The scandal reached a breaking point following the arrest of an assistant computer programmer who acted as a whistleblower. Investigations suggest that between 7,000 and 27,000 students may have received "extra marks" or passing grades through bribery.
 
Most alarmingly, the probe has uncovered that fake matric certificates were issued to foreign nationals, specifically Afghan nationals, to facilitate the illegal acquisition of Pakistani CNICs and domiciles. Bribes for these "pakka" certificates reportedly ranged from Rs 50,000 to over Rs 500,000 per document.
 

Suspension of Key Board Officials

In a move to ensure an impartial probe, several high-ranking officials have been removed from their posts. These include:
  1. Anwar Aleem Khanzada: Former Controller of Examinations, identified as a primary figure in the network.

  2. Azam Khan: IT Manager/Assistant Programmer, currently in police custody.

  3. Muhammad Shahid: Superintendent of the HSC Secretariat.

     
Minister Rahu has reiterated a zero-tolerance stance on merit violations, warning that any further employees or external facilitators—including those from private schools—found complicit will face immediate termination and criminal prosecution.
 

Impact on Meritorious Students

The BISE Mirpurkhas corruption case has sparked outrage among the academic community. While thousands of candidates allegedly bought their way into top universities with fake A-One grades, hardworking students in interior Sindh have been deprived of their rightful spots and scholarships.
