Rawalpindi Schools Banned from Selling Books and Uniforms
The Rawalpindi District Education Authority has issued a high-level directive officially banning the sale of textbooks, uniforms, and stationery within all private and public school premises. This decisive move, effective for the 2026 academic session, aims to dismantle the monopoly schools often hold over essential educational supplies. By prohibiting on-campus commercial activity, the government seeks to provide financial relief to parents facing rising inflation.
Schools Barred from On-Site Commercial Sales
Under the new regulatory framework, no educational institution in Rawalpindi is permitted to sell notebooks, neckties, badges, or stationery sets on school grounds. Furthermore, the District Education Authority has strictly forbidden schools from entering into exclusive contracts with specific external vendors to operate "pop-up" shops during the admission season.
Key points of the directive include:
- Open Market Access: Parents now have the absolute right to purchase uniforms and books from any local retailer of their choice.
- Price Transparency: Schools are prohibited from mandating specific brands that are only available through their own internal outlets.
- Vendor Neutrality: Educational boards have clarified that schools must provide a standard list of items rather than forcing a "package deal."
Strict Penalties for Non-Compliance
To ensure this is not merely a paper directive, the Executive District Officer Education has warned of severe consequences for violators. Schools found operating hidden sales counters or coercing parents into buying overpriced bundles will face:
- Hefty Fines: Immediate financial penalties starting from PKR 50,000 for first-time offenders.
- Registration Cancellation: Persistent violators risk losing their government-issued operational licenses.
- Daily Monitoring: Specialized teams will conduct surprise inspections across Rawalpindi and Gujar Khan to verify compliance.
Addressing Parental Concerns and Enforcement
Despite the school uniform ban on campus, some parents have raised concerns regarding "indirect" enforcement, where schools secretly point families toward specific high-priced shops nearby. In response, the Rawalpindi administration has set up a dedicated complaint cell for parents to report any form of coercion or price gouging.
Education analysts suggest that this policy is a critical step toward making private school education more affordable. By fostering healthy competition among local shopkeepers, the cost of a standard school kit is expected to by 15% to 20% compared to previous years.
Guidance for Families and Students
As the new academic year 2026 begins, parents are advised to demand a formal book list from their respective schools and avoid purchasing supplies under pressure. The Rawalpindi Education Authority remains committed to ensuring that educational institutions focus on academic excellence rather than retail profit.
