Punjab Govt Proposes Shift of Commerce Colleges




The Punjab Higher Education Department HED has put forward a plan to reorganize commerce education by transferring approximately 76 government-run commerce colleges to 17 public sector universities across the province. The initiative aims to bring these institutions under university administration to improve academic management and resource utilization. Overview of the Plan to Restructure Commerce Education in Punjab

Earlier, Punjab’s Minister for Higher and School Education, Rana Sikandar Hayat, shared details of the proposal through a social media video message. He stated that the government intends to outsource public sector commerce colleges along with nearly 50 general colleges that have low student enrolment.

According to official correspondence, the Punjab government has formally contacted the vice chancellors of 17 public universities, instructing them to assume responsibility for commerce colleges within their respective jurisdictions. In a letter dated December 18, the universities were asked to prepare comprehensive feasibility studies for an initial one-year period.

These feasibility reports must include plans for academic structure, introduction of new and market-relevant programs, employment-focused courses, effective use of resources, and clear timelines for implementation. Universities assigned this task include the University of the Punjab, Government College University Lahore, Government College University Faisalabad, University of Sargodha, Islamia University Bahawalpur, Bahauddin Zakariya University Multan, Fatima Jinnah Women University Rawalpindi, University of Gujrat, University of Sahiwal, University of Kamalia, University of Rasul Mandi Bahauddin, Government College Women University Sialkot, Ghazi University Dera Ghazi Khan, Khawaja Fareed University of Engineering and Information Technology Rahim Yar Khan, Thal University Bhakkar, Information Technology University, and UET Taxila.

This move follows earlier reforms introduced in 2024, when the HED merged all commerce colleges into general education colleges. At that time, eight women’s commerce colleges were also absorbed into nearby women’s general colleges. Districts impacted by those mergers included Lahore, Multan, Faisalabad, Bahawalpur, Dera Ghazi Khan, Muzaffargarh, Khanewal, Chiniot, Sialkot, Narowal, and Rajanpur.

The previous merger affected over 400 faculty members and thousands of students, who were subsequently relocated to general colleges. While the government maintains that the new restructuring plan will enhance efficiency and better manage educational resources, the Commerce Professors and Lecturers Association has strongly criticized the proposal. The association views it as part of a broader outsourcing strategy that could undermine public sector commerce education.

Despite government assurances, concerns remain among teachers and students that the specialized nature and quality of commerce education may be weakened due to these structural changes.
