HEC Announces LLM & PhD Scholarships Program

The Higher Education Commission HEC of Pakistan, under the project “Law Graduates Scholarship Programme for Balochistan for Study Abroad”, is inviting applications from law graduates of Balochistan for LLM and PhD scholarships. These scholarships aim to support talented students in pursuing advanced legal studies both in Pakistan and abroad.

Scholarship Categories

Indigenous LLM for study at HEC-recognized public sector universities in Pakistan

Foreign LLM for admission in top 500 QS World-ranked universities

Foreign PhD

Eligibility Criteria

Applicants must meet the following requirements:

Must hold a Balochistan domicile/local certificate.

Maximum age: LLM – 30 years, PhD – 35 years as of the application closing date.

Must have completed LLB/LLM from HEC-recognized degree-awarding institutions with at least 50% marks in their bachelor’s degree.

Must secure minimum 50% marks in the HEC aptitude test.

All academic qualifications must be completed on or before January 13, 2026.

Result-waiting students or applicants already receiving other scholarships are not eligible.

For foreign scholarships, applicants must provide an admission letter from a top 500 QS-ranked university.

Serving professionals in law-related fields advocates, judicial officers, law faculty members, prosecutors must provide NOC and study leave from their organizations.

Important Notes

Scholarships are awarded purely on merit, based on test scores and academic credentials.

15–20% of scholarships are reserved for children of victims martyred or severely injured of the Quetta blast on August 8, 2016, subject to eligibility.

Indigenous scholarships are only for students enrolled in HEC-recognized public sector universities in Pakistan.

Applicants failing to meet HEC or university eligibility criteria will not be considered.

Misrepresentation of information can lead to cancellation of the scholarship at any stage.

HEC reserves the right to postpone or cancel the scholarship process at any stage without prior notice.

Application Process

Applications must be submitted online through the HEC portal.

Hard copies are not required at this stage.

A non-refundable test fee of Rs. 1,000 must be deposited via 1Link 1Bill through participating banks, ATMs, internet banking, or mobile banking.

After payment, applicants must click “Verify Online Payment” and complete the online application form.

Incomplete or unsaved applications will not be considered.
