New Technical  & Agricultural Groups Introduces at Matric level




To bring new changes in the education at the secondary school certificate level, national educational authorities are considering an important and significant proposal to introduce two new subject groups at matric level across the country. The main objective of introducing technical education and agricultural sciences is to diversify the academic excellence for millions of students, who want to get technical and agriculture education and align the syllabus of these two groups with the national economic demands.

Inter-Board Coordination Commission is going to create the uniformity and standards in the educational boards of the country and for this purpose, this apex body is going to conduct the high stakes consultative meeting on 23rd December 2025 in Islamabad to consult these suggestions during this meeting.

New Perspective in Subject Groups

The education being taught in Pakistan at the matric level, is traditional as the education in science, and arts is being delivered to the students, which covers pre-medical, pre-engineering and humanities groups. The critics argued since long that this standard of education has become rigid and it does not fulfill the requirements of the students according to the new and modern changes in education as is present in all other countries of the world. The educationists insist that there is dire need to create new changes according to the pressing demands of the changing situation in technical and agricultural fields. There are limited seats for the students to compete for the medical and engineering admissions in all leading universities of the country.

With the introduction of technical and agricultural groups at this level, there will be great change in the vocational and technical sectors.  This initiative will bring new and skilled workforce in the industrial and agricultural sector of Pakistan and they will play an important and pivotal role in the improvement of the national economy.

One of the educational policy expert commented that this initiative in our education system will help to keep pace with the world with the specialized skills in these sectors. The commencement of giving education at this stage will support us to prepare the new generation with the professional aptitude and reduce the pressure on the conventional streams and it guarantees the prosperity in the significant sectors of the country.

Agenda points of consultative meeting being held on 23 Dec

IBCC will review different interconnected issue comprehensively in this consultative meeting, which is scheduled on 23 Dec:

  • Reformation of Groups at Matric level: The participants will discuss the core issues of the formalization, curriculum and implementation framework for the technical and agricultural groups.
  • Opportunities for Higher Education: The matter of the access to the higher education will also discussed during this meeting as how to establish the clear pathways for the students of these new groups, which can encouraged the students to take these groups as their future education. The eligibility and admission process for the inter class in the pre-medical and pre-engineering groups will also be discussed so that the students will get the long-term possibilities to get admission in the professional medical and engineering colleges and universities. It is an encouragement for the students, who seek admission in these two new groups.
  • Equality and Standardization: The commission will deliberate on the matters regarding equivalence of alternative subjects in these two groups, the equality to foreign qualification and the balance between the common education and the technical and vocational education and training.
  • Establishment of National Working Group to Make Reforms: The commission will ensure the comprehensive enforcement of the proposed changes to establish national level working group. They will have the authority to steer the educational reforms at the broader level and suggest the sustained and long term commitment to the transformation of the system.

Potential Effects and Stakeholder Response

This proposal of creation of two new groups has created the new ray of optimism and deliberation among the educationists, parents and industry people.

The supporters of this proposal argue that these reforms can be:

  • Reduce Educational Hurdles: By reducing the competition for medical and engineering seats for the students, diversify the pathways of the students.
  • Settle the Skill Gap: Put the technologists and agriculturists in a pipeline to improve the economic growth.

  • Creation of Curriculum: It can be challenging task to develop the robust, modern and standardized curriculum, which can create balance between theory and hands-on practice.

Consultation for Implementation of Proposals

The consultative meeting is scheduled on 23 December 2025, in which the suggested proposals will be deliberated. IBCC will get more inputs on these proposals from the participants and the educationists. The chairpersons of all provincial and federal boards representatives of the federal education ministry and professional training and the industry experts will share their views.

If any consensus is developed on these proposals among the participants, then National Curriculum Council will develop the detailed curriculum of these new subject groups, pilot projects and the plan of the phased implementation all over the country.
