Govt Plans Modernization of Education Boards on FBISE Model




The federal government is preparing to launch a nationwide project to modernize all educational boards across Pakistan, following the successful model of the Federal Board of Intermediate and Secondary Education FBISE.

According to official sources, the initiative aims to replicate the “Modernization and Standardization of Examination System” previously implemented by FBISE between 2015 and 2018. That project, completed at a cost of Rs 50 million, achieved all its objectives within three years and significantly improved transparency and efficiency in examinations.

Revival of a Long-Pending Reform Plan

The modernization project was originally conceived during the tenure of former planning minister Ahsan Iqbal, with plans to extend the FBISE model to provincial boards. However, following the change of government in 2018, the initiative stalled and was officially discontinued in 2019 due to a lack of provincial participation.

Now, with Ahsan Iqbal once again leading the Planning Ministry and Dr Ikram Ali Malik—who previously executed the FBISE project—serving as FBISE chairperson, the government has revived the plan.

Rs 2 Billion Project to Cover 30 Examination Boards

Officials revealed that FBISE has prepared concept papers for the new project, which will soon be presented to the Planning Ministry. The proposed initiative carries an estimated cost of Rs 2 billion and will cover all 30 examination boards operating across the country.

Key features of the project include:
  • Establishment of three provincial data centres
  • Installation of high-speed scanners and computer systems
  • Development of customized examination software
  • Training and capacity-building for board staff
  • Continuous technical support

AI-Based Assessments and Examiner Certification
The project also proposes the introduction of artificial intelligence AI in assessments, along with verbal communication testing, examiner certification programmes, academic audits, and post-exam performance analysis. Examiner reports will also be published to enhance accountability and credibility.

Speaking to the media, FBISE Chairperson Dr Ikram Ali Malik stated that while FBISE is already providing technical assistance to provincial boards, additional resources and trained manpower are required for full-scale implementation.

Government Reaffirms Commitment to Digital Reforms

State Minister for Federal Education Wajiha Qamar recently reiterated the government’s commitment to technology-driven education reforms, emphasizing that digital transformation would ensure transparent, credible, and student-focused examination systems nationwide.
