Federal Directorate of Education FDE has instructed all model schools and colleges in Islamabad, for both boys and girls in urban and rural areas, to set up book banks from the 2026–27 academic session. This initiative aims to ensure the smooth distribution and effective reuse of free textbooks supplied by the government. FDE Launches Book Bank System for Academic Year 2026–27

Under the new framework, students must return their textbooks at the end of the academic year, before final exam results are declared. These collected books will then be redistributed to students in the following session free of charge. Only those who return their previous textbooks in good condition will be eligible to receive new sets.
The move seeks to reduce textbook shortages, cut costs, and promote a sense of responsibility among students regarding book care and preservation. It also encourages the habit of reusing resources, aligning with sustainable practices.

School heads are required to design standard operating procedures SOPs for collecting, organizing, and stacking books subject-wise. Institutions must also keep detailed records to maintain transparency in the distribution process.

Area Education Officers will oversee and monitor the system to ensure proper execution in line with the issued guidelines. The FDE Islamabad has stressed that this effort must reflect responsible resource management and accountability.

Officials highlighted that the creation of book banks will enhance accessibility of textbooks, reduce the need for paper printing, and support environmental protection. Moreover, it instills awareness among students to handle books carefully since they will be used by their peers in the next academic cycle.

The directive was approved by the Director Academics & Quality Assurance and signed by Assistant Director Academics Abid Ali Khan. Copies of the notification were also forwarded to the Director General FDE and the Director of Colleges, Schools, Academics & QA for necessary action.
