Sindh Launches Free School Meals Initiative in Partnership with WFP

The Sindh government, in collaboration with the World Food Programme WFP, is set to implement a one-year pilot School Meals Project during the 2025–2026 academic year in Karachi’s Malir District. The initiative, aimed at improving student well-being, has a total funding of Rs578.39 million. The programme targets 11,000 primary-level children up to grade five, providing them with daily hot meals to promote better nutrition, improve school attendance, and enhance academic outcomes. Funding Partnership and Project Objectives
The funding model is based on cost-sharing, with the Sindh government contributing Rs462.71 million—equivalent to 80% of the total budget—while the WFP will cover the remaining Rs115.68 million. The primary goals of the initiative are to eliminate classroom hunger, support cognitive development, and increase school enrolment, especially among female students. This effort reflects a broader commitment to addressing both educational and nutritional disparities in underserved areas.
Meal Preparation, Hygiene, and Distribution Plan
A centralized kitchen facility will be established to cook, pack, and deliver meals to participating schools. Each meal will include a balanced combination of lentils, rice or bread, seasonal vegetables, and fruits. The Sindh Food Authority and an assigned Food Safety Officer will oversee hygiene standards and nutrition compliance. Implementation will be handled by a third-party agency under the WFP’s supervision, which will also be responsible for the programme’s monitoring and quality assurance.
Target Areas and Monitoring Framework
The programme will initially target peri-urban schools in Malir that fulfill basic infrastructure conditions such as access to clean water, sanitation, and sufficient student enrollment. To evaluate the programmes success, WFP will carry out baseline and endline assessments. The goal is to sustain at least 70% daily attendance. Performance will be measured using data from the Education Management Information System EMIS and school registers, focusing on indicators like enrolment, retention, and student participation.
Broader Social Impact and Long-Term Vision
Chief Minister Syed Murad Ali Shah emphasized the multi-faceted benefits of the initiative. He noted its potential to combat child malnutrition, create jobs through local food sourcing, and empower communities by building sustainable food systems. The programme also seeks to close the gender gap in education by encouraging girls enrolment and retention. WFP’s Country Director Coco Ushiyama highlighted the organization’s ongoing efforts in Sindh, particularly in maternal and child nutrition, through interventions like food supplements and conditional cash transfers. CM Shah reaffirmed the government’s dedication to enhancing public health and education through nutrition-focused solutions.
