The Pakistan Association of Private Medical and Dental Institutions PAMI has voiced strong opposition to the latest fee cap introduced by the Pakistan Medical and Dental Council PMDC. PAMI has warned that the private medical education sector could face serious sustainability issues if forced to operate within the newly imposed financial constraints. Regulatory Decision Sparks Sector-Wide Backlash

As per a recent PMDC notification, private medical and dental colleges are restricted to charging no more than Rs. 1.8 million annually, with a maximum 5% increase permitted for the 2025 academic session. PAMI has dismissed this limit as premature and impractical, arguing that the regulation was issued without due consultation and disrupts existing financial structures.

Colleges Assert Pre-Set Fee Structures Cannot Be Overridden

Dr. Riaz Janjua, Secretary General of PAMI, stated that numerous colleges had already determined and collected their annual fees—often exceeding Rs. 1.8 million—well before the admissions cycle commenced. He cited Section 207 of the PMDC Act 2022 as legal grounds for rejecting any retroactive enforcement, stressing that adjustments or refunds to already-collected fees are not legally feasible.

Pending Committee and Unfulfilled Government Assurances

Referring to a meeting chaired by Deputy Prime Minister Ishaq Dar, Dr. Janjua pointed out that it had been agreed colleges charging between Rs. 1.8 million and Rs. 2.5 million would be allowed to present financial justifications to PMDC. A dedicated fee review committee, consisting of representatives from both PMDC and PAMI, was also proposed—but this committee has yet to be officially formed or notified.

PAMI Proposes Revised Fee Framework and Exemptions

To address the impasse, PAMI has submitted a formal proposal suggesting that tuition fees up to Rs. 2.6 million be exempt from financial scrutiny. Additionally, the association is advocating for a revised maximum cap of Rs. 3.2 million. The proposal aims to ensure the financial viability of private institutions while maintaining quality standards in medical education.
