The Pakistan Medical and Dental Council PMDC has taken disciplinary action against 14 private medical colleges for charging fees higher than the officially approved range of Rs. 1.8 to 2.5 million per year. Reports revealed that some of these institutions were demanding Rs. 3 to 4 million from students, violating the established fee regulations. Show-Cause Notices Issued to Private Medical Institutions Violating Approved Fee Structure

This issue came to light during a meeting of the National Assembly’s Standing Committee on Health, where lawmakers strongly criticized PMDC for failing to enforce its own rules and allowing private colleges to take undue advantage of students and their families. Committee Chairman Dr. Mahesh Kumar Malani called for transparency, urging the PMDC to publicly release the names of the offending colleges, the dates of the notices issued, and updates on the disciplinary actions taken against them. He insisted that institutions found guilty should face hefty fines and possible cancellation of registration.

Initially, the PMDC President refrained from revealing the names, which drew objections from committee members. However, Registrar Dr. Rehan Naqvi later read out the list after verifying official records and assured the committee that strict penalties would be enforced against all colleges found in violation.

Federal Health Minister Mustafa Kamal acknowledged that fee manipulation by private colleges is a nationwide problem. He announced the launch of a national verification survey, beginning in Islamabad, to examine the actual fee structures during admissions. “Any institution charging above the approved fee will be required to justify it before this committee,” he affirmed.

Lawmakers highlighted that out of 188 medical colleges in Pakistan, 122 operate privately, stressing that PMDC must adopt a proactive regulatory approach rather than waiting for complaints. They warned that such excessive fees are making medical education unaffordable for deserving students, effectively turning MBBS admissions into a competition of wealth rather than merit.
