National Assembly Moves Bill for Student Drug Support and Care

The National Assembly Standing Committee on Interior recently reviewed a bill designed to tackle drug use among students in educational institutions. Amendments to the Narcotics Control Act
The bill proposes modifications to the Control of Narcotic Substances Act, 1997, introducing three new sections: 53A, 53B, and 53C. These additions focus on voluntary testing, counseling, and mental health support within schools and colleges.
Voluntary Drug Screening for Students
Under Section 53A, students applying for higher secondary or tertiary education would have the option to undergo non-invasive drug testing. These tests would be conducted only by accredited medical facilities and strictly with the written consent of the student.
The legislation emphasizes that a positive test result cannot be used to deny admission. Instead, students testing positive would receive a confidential medical assessment and, if they agree, could be referred to rehabilitation or recovery programs. The government would cover the cost of these services, including counseling, rehabilitation, and mental health support.
Mandatory Student Counseling in Schools
According to Section 53B, all public and private educational institutions would be required to appoint at least one trained student counselor. This counselor’s role would include:
- Raising awareness about the dangers of drug use and addiction
- Addressing mental health concerns among students
- Coordinating with health institutions to provide on-campus mental health services
