IBCC Considers Reforms to Make University Admissions More Flexible




The Inter Boards Coordination Commission IBCC, working with major national education stakeholders, held a consultative session at its Secretariat to examine issues related to subject group classifications at the SSC and HSSC stages. The meeting focused on the difficulties students face due to the existing rigid grouping system. Discussion on Improving Subject Grouping at SSC and HSSC Levels

The session was chaired by IBCC Executive Director Dr. Ghulam Ali Mallah, who pointed out that many students complete several science subjects but are later categorized under humanities equivalence, creating problems for university admissions and academic progression. Participants analyzed the current framework and its effect on student movement between disciplines and access to higher education.

During the discussion, stakeholders proposed shifting toward a more adaptable, subject-based admissions model. Under this approach, universities would assess applicants based on the individual subjects they have passed rather than relying strictly on predefined subject groups. Representatives from the Higher Education Commission HEC, Pakistan Medical and Dental Council PM&DC, National Curriculum Council, provincial curriculum authorities, and examination boards supported removing rigid subject groupings at the SSC level and separating subjects to enhance flexibility.

To take the reform process forward, a national joint working group was established to further evaluate these proposals and present detailed recommendations in the next meeting. The consultation was attended by senior officials from various boards and institutions both in person and online.

Proposed Recommendations

Key suggestions emerging from the meeting included ending strict subject group requirements at the HSSC level and allowing universities to set admission criteria based on relevant subjects, making SSC groupings more adaptable for college entry, and exploring the integration of academic and vocational subjects to develop broader, skill-oriented pathways at the secondary level.

Participants welcomed IBCC’s efforts to bring all stakeholders to the table, noting that such reforms would help resolve student-centered issues, align Pakistan’s education system with international standards, and create more inclusive and smoother academic pathways for learners.
