HEC Launches Blockchain-Based Degree Attestation System

Pakistan’s Higher Education Commission HEC is gearing up for a groundbreaking digital shift as it prepares to roll out a blockchain-powered degree attestation system—a transformation that will permanently eliminate manual verification, long queues, and the need for applicants to visit HEC offices.

This initiative, now finalized and entering its implementation phase, aims to bring unmatched transparency, speed, and security to the attestation process across the country.

A New Digital Era: Six Months to Full Launch

According to HEC officials, procurement procedures have been completed, and the fully functional blockchain attestation system will go live within the next six months.

HEC’s Acting Chairman, Mr. Nadeem Mahbub, has instructed teams to prioritize the project and accelerate its deployment, emphasizing that the outdated manual system must be replaced at the earliest.

No More Physical Visits or Document Submissions

Once the system goes live, applicants will no longer need to submit physical documents or make in-person visits to HEC offices.

ERP-Enabled Universities: Automatic Blockchain Entry

The innovation goes a step further for the 25 Higher Education Institutions HEIs that already use a fully integrated Enterprise Resource Planning ERP system.

For students of these universities:

No document uploads will be required
Student data will automatically sync with HEC
Degrees will be placed on the blockchain as soon as they graduate
Graduates will be able to access verified degrees instantly via the HEC portal

This automation will significantly reduce processing time and eliminate the possibility of fake or manipulated degrees.

Process for Non-ERP Universities

For HEIs that are still not operating on ERP systems, the process remains fully online but with an additional verification step:

Students will upload degrees or transcripts to the HEC portal.
HEC will forward these documents to the respective university’s online dashboard.
After the university confirms the credentials, the documents will be added to the blockchain.

This ensures uniform digital authentication for all graduates across Pakistan, regardless of their institution’s technological setup.

Once a degree is verified and added to HEC’s blockchain:

Government departments
Foreign Office
International embassies
Private employers
Global academic institutions
