HEC Directive on Centralized Graduate Admission Testing Fall 2026
Following a review of current admission standards, the Higher Education Commission HEC has mandated a shift toward a more transparent and merit-based selection process for postgraduate studies. To ensure nationwide standardization and quality assurance, a uniform assessment mechanism has been established for all Level 7 and Level 8 degree programs.
Summary of Mandates for Higher Education Institutions HEIs:
Exclusivity of the ETC: Effective from the Fall 2026 intake, all admissions for MS, MPhil, and PhD programs or their equivalents must be determined by the GRE/HAT General and relevant Subject Tests. These exams are to be conducted solely by the HEC’s Education Testing Council ETC.
Prohibition of Independent Testing: Universities, whether in the public or private sector, are strictly prohibited from holding their own entrance exams in place of the required GRE/HAT.
Policy Nullification: This directive immediately cancels previous provisions within the Graduate Education Policy GEP-2023 that allowed for university-developed tests with passing scores of 50% or 60%.
This notification was issued on May 13, 2026, with the formal endorsement of the Competent Authority to ensure compliance across all Pakistani HEIs.
