Finland Proposes Stricter Rules for Non-EU Students

Finland has introduced a new plan targeting non-EU students who receive basic social benefits while studying in the country. Under the proposed legislation, students from outside the European uni on and European Economic Area could have their residence permits for studies revoked if they accept social assistance. The Ministry of Economic Affairs and Employment launched a public consultation on this draft law on January 16. Objective of the Draft Legislation
The government aims to ensure that international students comply with the existing requirement to support themselves financially during their studies. The proposal is intended to close a loophole that has previously allowed some students to receive public aid without affecting their visa status.
Automated Monitoring System
If the law is passed, authorities will implement an automated system to track whether students are receiving benefits from Kela, Finland’s social insurance agency. This system will directly share information with the Finnish Immigration Service Migri, allowing officials to review cases quickly and take action when necessary.
Scope and Impact
The proposed rules will only affect non-EU and non-EEA students holding residence permits for study purposes. Finnish officials emphasized that even a single instance of receiving basic social assistance could result in the cancellation of a student’s residence permit.
Background and Current Situation
Between September 2023 and December 2025, Migri reviewed over 37,000 residence permits. During this period, 333 students received basic social assistance; however, none of their permits were revoked because current regulations do not allow for cancellation of one-time benefits. The new law is intended to address this gap.
Government’s Policy Direction
The initiative is part of Prime Minister Petteri Orpo’s government program, which focuses on tightening immigration policies related to education and reducing dependence on public benefits. Finland currently hosts approximately 76,000 international students, but the planned changes will only affect those from non-EU and non-EEA countries.
Public Feedback and Next Steps
The ministry is inviting public comments on the draft legislation until February 27 through the Lausuntopalvelu.fi portal. The government plans to present the bill to parliament during the spring session, with the goal of implementing the new monitoring system shortly afterward.
