Sindh Higher Education Commission HEC has issued a directive for the immediate removal of all faculty members holding administrative or non-teaching positions in public universities across the province. Addressed to vice-chancellors of approximately 30 public universities, the order references directives from the Sindh High Court and the Supreme Court of Pakistan, giving university administrations eight days to comply. Mandatory Removal of Faculty from Non-Teaching Roles

The directive specifies that no faculty member or PhD holder is allowed to be appointed, posted, or continue in administrative roles such as registrar, controller of examinations, or directors of QEC, ORIC, and other budgeted or non-budgeted posts. This restriction applies regardless of whether the appointment was on additional charge, OPS own pay scale, lock-after, or similar arrangements.

Legal Basis and Official Instructions

The HEC’s decision follows a Hyderabad Circuit Court order dated 9th December 2025 CP No. 1757 of 2024 and a Supreme Court directive from 11th November 2024, which mandates that all vacant administrative posts be filled strictly according to law, ending temporary arrangements.

While some vice-chancellors have previously defended faculty appointments to administrative roles citing financial constraints, the HEC has clarified that such practices are no longer acceptable. University administrations are instructed to terminate these arrangements immediately and submit a compliance report within eight working days.

Impact on University Governance

The HEC has warned that any consequences of non-compliance will be the responsibility of the respective universities. This directive is expected to significantly alter governance and staffing structures across public higher education institutions in Sindh.
