University of Peshawar, once celebrated as the premier academic institution of Khyber-Pakhtunkhwa, is facing a serious admission crisis. A growing number of students are now turning to private universities and government colleges instead. This steep in enrolments has been linked to a significant rise in semester fees and what students describe as the administration’s indifferent attitude. Recently, the university increased semester fees by Rs10,000 to Rs15,000, taking the total cost from Rs42,000 to Rs62,000. This sudden hike has made higher education unaffordable for many students from low- and middle-income families. Rising Fees Burden Students and Families

Many students and parents have expressed frustration over the fee increase, calling it unjustified and exclusionary. “It is deeply disappointing that the university has increased fees without reason,” said student Furqan Khan. “Education is turning into a privilege for the rich.” Parents share similar grievances. Ahmad Jan, a small shop owner, said, “Keeping our children in higher education has become a luxury. We are struggling just to keep them enrolled.” Their concerns reflect a wider anxiety that the rising costs are pushing talented but financially constrained students out of higher education.

Departments Operating Below Minimum Capacity

Official records show a troubling decline in enrolment numbers across several departments. Some programs have admitted fewer than ten students: Development Studies 2, Home Economics 2, Logistics and Supply Chain Management 2, Statistics 7, Geography 3, and History 4. According to the Higher Education Commission HEC rules, each department must enrol at least 15 students to remain functional. With 54 departments offering 69 academic programs, many are now under threat due to drastically low admissions, jeopardizing their sustainability and future operations.

Faculty Criticize Centralized Admission System

The Peshawar University Teachers’ Association attributes the crisis to both poor management and financial missteps. Professor Dr Zakirullah Jan stated, “The administration is not only increasing fees but also discouraging prospective students through poor staff behaviour and a lack of cooperation.” He explained that the university previously enrolled around 18,000 students annually, generating nearly Rs3 billion in revenue. “This year’s admission collapse will cause a major financial shortfall. Decentralizing the admission process and empowering departments could improve the situation,” he emphasized.

University Attempts Recovery Through Re-Admissions

To address the crisis, the University of Peshawar has issued a re-admission notice in hopes of attracting more applicants. A university spokesperson maintained that UoP’s fees remain lower than those of other public-sector universities, adding, “We are providing all necessary facilities to students.” However, both faculty and students stress the urgent need for reforms, such as revising fee structures and decentralizing admissions. Without immediate action, one of Pakistan’s oldest public universities risks losing its legacy and relevance. “The university cannot sustain itself by alienating the very students it was established to serve,” warned Dr Jan.
