Canada Removes Study Permit Limits for Master & PhD Students

In a significant step to attract global research talent, Canada has announced that from January 2026, there will be no federal study permit cap for master and PhD students enrolled at public universities. This decision, part of the Immigration Levels Plan 2026–2028, aims to strengthen Canada’s research ecosystem while maintaining a balanced intake of international students across other educational levels. Faster Study Permit Processing for PhD Applicants
In addition to lifting the permit cap, PhD candidates applying from outside Canada will now benefit from a 14-day expedited study permit process, which will also include their accompanying family members. To make the process smoother, the Immigration, Refugees and Citizenship Canada IRCC has launched a dedicated online portal providing detailed information about graduate programs, scholarships, and post-graduation work options.
A government spokesperson stated that graduate students are central to Canada’s innovation and research development and are more likely to make lasting economic contributions through their skills and discoveries.

Unlike undergraduate and college-level programs, where Canada is reducing the number of international student permits, graduate-level students will remain largely exempt. The initiative reflects a strategic approach to managing international student inflows while addressing concerns about housing, healthcare, and public infrastructure. By 2027, Canada plans to reduce its overall temporary resident population — including students, temporary workers, and visitors — to below 5% of the total national population.
