55 Nursing Colleges Fail to Meet Standards

In a recent meeting of the National Assembly’s Standing Committee on Health, chaired by Dr. Mahesh Kumar, serious deficiencies were revealed in the state of nursing education across Pakistan. According to the Secretary of Health, none of the 55 nursing colleges recently evaluated met the basic standards required for accreditation, leading to their classification as substandard. Minister of State for Health, Dr. Mukhtar Bharath, attended the session on behalf of Federal Health Minister Mustafa Kamal. Committee Chairman Dr. Kumar referenced an earlier television interview in which the federal minister appeared to concede the presence of irregularities within the Pakistan Nursing Council—a comment seen as an official acknowledgment of deeper systemic problems.

The Health Secretary confirmed that all 55 inspected nursing institutions lacked the necessary quality s for recognition. A full report detailing the performance of the Pakistan Nursing Council is currently being prepared.
Dr. Bharath also raised concerns about past decisions made under the previous PTI-led administration, particularly the mass accreditation of 15 medical colleges at once by the Pakistan Medical and Dental Council PMDC. This issue is under investigation by the Federal Investigation Agency FIA, and re-inspections of these institutions are currently in progress.
He further recommended transferring responsibility for medical college entrance exams to provincial governments. The committee agreed, with member Abdul Qadir Patel stressing the importance of domicile-based entry exams and tailored policies for regions like Gilgit-Baltistan and Azad Kashmir.
Due to the absence of the federal health minister, Dr. Bharath requested that the discussion on amendments to the Pharmacy Council Act be postponed. In response, Abdul Qadir Patel walked out of the session in protest.
The committee also reviewed operations at the National Institute of Rehabilitation for Persons with Disabilities NIRM, which was commended for its services to victims of the 2005 earthquake. The institute offers surgeries, prosthetics, psychological care, and speech therapy, and is capable of performing knee transplant procedures. However, the lack of an emergency department remains a major shortcoming.
NIRM’s executive director stated that while the institute requested Rs. 55 million for upgrades, only Rs. 15 million was granted. The committee also found the Rs. 50 million annual budget for medicines to be inadequate and suggested turning to Bait-ul-Mal for supplementary financial assistance. Additional discussions during the session addressed the need to better regulate private hospital fee structures.
