The Anti-Corruption Establishment ACE Balochistan, on the directives of Director General Abdul Waheed Kakar, launched a major operation against the IT Wing of the Balochistan Board of Intermediate and Secondary Education BBISE Quetta. During the action, two officials were arrested on charges of tampering with examination results and manipulating official records. Investigations confirmed that irregularities were committed in the 2024 Higher Secondary School Certificate HSSC annual and supplementary examinations. Evidence of misuse of authority, corruption, and unauthorized changes in exam results was found.

DG Abdul Waheed Kakar, while speaking to Private News Channel, emphasized that fighting corruption is a top priority in line with Chief Minister Mir Sarfraz Bugti’s vision. He declared that corruption is damaging the education system and assured that accountability and transparency will be ensured, with all culprits facing justice.

According to inquiry findings, IT Wing officials were involved in altering student marks, changing Detailed Marks Certificates DMCs, and gaining illegal access to the system for personal gain, nepotism, and financial benefit. Discrepancies between award lists and issued DMCs confirmed these manipulations.

System Analyst Muhammad Owais and Computer Programmer Waseem Noor were identified as the main culprits who misused the “super admin” ID to modify records before results were officially declared. These actions constitute serious offenses under the Balochistan Employees Efficiency and Discipline Act 2011, and are punishable under sections 109, 408, 409, 420, 467, 468, 471 of the Pakistan Penal Code 1860 and section 52 of the Prevention of Corruption Act 1947.

With DG Kakar’s authorization, an FIR has been lodged, and both accused are now in custody while further raids continue to capture other suspects. The DG reiterated that safeguarding the education system and ensuring students’ future is the government’s mission. The BBISE administration has assured complete cooperation, and the Board Chairman pledged justice for affected students. Officials hailed the operation as an important step toward eliminating corruption from Balochistan’s education sector.
