Why 77 Percent of Pakistani Kids Cannot Read Simple Text
A groundbreaking report by the Pakistan Institute of Education PIE has sent shockwaves through the countrys academic sectors, revealing that 77% of ten-year-old children in Pakistan cannot read or understand a simple text. The document, titled “Public Financing in Education 2025-26,” suggests that the nation is facing a "literacy black hole" driven by a steady decline in educational spending.
The 171-page report highlights a dangerous disconnect between fiscal allocation and classroom reality. While Article 25-A of the Constitution guarantees free and compulsory education, the current spending—often falling below 2% of GDP—is insufficient to maintain infrastructure, let alone improve teacher quality. Key findings include:
- Declining Fiscal Priority: Educations share in the national budget is shrinking, leading to underfunded special education and vocational programs.
- The Literacy Gap: Most children aged 10 are struggling with foundational literacy, a milestone that is critical for all future learning.
- Resource Allocation: The report calls for an urgent shift in how funds are distributed, moving away from administrative overheads and toward student-centric learning materials and assessment systems.
Without an immediate alignment of financial priorities with learning outcomes, Pakistan risks leaving an entire generation unprepared for the modern workforce.
