The move follows guidance from the Special Secretary for Colleges, which was subsequently formalized by the Regional Director of College Education in Karachi. The directive comes in response to multiple incidents where photographs of female students were taken without their consent and later shared on social media platforms. The department described such actions as violations of social and religious norms, as well as existing legal provisions.
Concerns Over Unauthorized Image Sharing
The Special Secretary emphasized that there have been several cases of covert photography targeting both female students and teachers. These images were then circulated on platforms like Facebook and WhatsApp, causing serious concern about privacy and safety. The department stated that these incidents prompted the urgent need to prohibit photography entirely within college premises.
Warnings to College Staff and Principals
In a separate communication, College Education Regional Director Professor Qazi Arshad cautioned that failure to enforce the ban would result in disciplinary action against principals and staff members found negligent. The authorities have underscored that strict adherence to the policy is mandatory to prevent further violations.

This step mirrors earlier actions by the Punjab government, which had imposed strict limits on mobile phone usage for both teachers and students in schools. District education officers were directed to ensure that the ban is implemented rigorously in all public and private educational institutions.
