Punjab Textbook Shortage Warning PCTB Tenders 2026

School students across Punjab face a potential course book crisis as significant delays in issuing printing tenders threaten the timely delivery of primary school learning materials. The Punjab Curriculum and Textbook Board has cleared procurement documents for grades 6 to 10, but procurement processes for grades 1 to 5 remain stalled. This critical delay puts the upcoming academic session at serious risk, with officials targeting the distribution of nearly 300 million units province-wide.

For young learners and parents, a delay in textbook availability creates immense academic disruption right at the start of the session. Private schools in Punjab begin their academic year on January 1, making prompt book printing vital for uninterrupted classroom learning across Lahore, Rawalpindi, and surrounding districts.

Punjab Curriculum and Textbook Board Printing Framework and System Overview

The PCTB oversees curriculum development, manuscript approval, and large-scale book distribution across thousands of public and private schools. Last year, procurement notices for all grades were issued by September, allowing publishers ample lead time for paper procurement and press runs. However, as mid-October passes, tenders for nursery to grade 5 books remain unissued, creating administrative uncertainty.

According to publishing experts, around 30 newly designed titles for primary classes require specialized paper and extended production cycles. Without immediate official authorization, mass production simply cannot meet tight academic deadlines.

Punjab School Textbook Supply Schedule 2026 and Printing Targets

To understand the scale of the impending supply bottleneck, early departmental figures highlight major printing milestones across the province:

Middle and High School Tenders: Formally issued for Grades 6 through 10

Primary School Tenders: Pending approval for Nursery through Grade 5

New Book Revisions: 30 updated titles scheduled for primary grades

Total Provincial Target: Approximately 300 million textbooks required

Private School Term Start: Scheduled for January 1, 2027

While local publishers urge immediate action, representatives from the Punjab Education Department maintain that primary grade notices will be released shortly to prevent any real-world supply shortage.

Publisher Concerns and Impact on Punjab Students 2026

Local printing houses warn that late procurement leads to rushed production, compromised print quality, and inflated market prices for paper stock. Parents fear having to rely on expensive secondhand copies or photostats if official books fail to reach market stalls on time. Educational rights advocates emphasize that timely textbook delivery remains fundamental to maintaining basic instructional standards in both urban centers and rural districts.
