Punjab Stops Expansion of Overseas Pakistanis’ Medical Quota




Despite Prime Minister‘s announcement of a 15% quota for children of overseas Pakistanis, the Punjab government seems reluctant to increase reserved seats in public sector medical and dental colleges. At present, only 66 seats—less than 2% of the total—are reserved across 20 government colleges in Punjab. Prime Minister’s Directive and Its Implementation

In April, the Prime Minister declared that 15% of seats nationwide should be allocated for expatriates’ children, enabling over 3,000 students to pursue medical education in Pakistan. Following this, the PMDC informed the Ministry of Overseas Pakistanis that the directive had been implemented and communicated to relevant stakeholders.

Punjab Admission Policy Contradictions

However, the Punjab 2025–26 admission policy, issued in October, did not reflect the promised increase in reserved seats. A senior official revealed that the policy ignored the 15% quota and also ended free education for overseas Pakistanis’ children in government institutions.

New Fee Requirements and Concerns

Under the revised rules, students applying through the overseas quota must now pay US$10,000 annually. Some insiders claim that the provincial government is even considering the removal of quota-based admissions entirely.

Dispute Over Quota Application

An overseas Pakistani criticized the UHS claim, noting that the PMDC’s May 23 letter did not restrict the 15% quota to private colleges. According to him, the notification clearly allowed eligible expatriate students to apply for 15% of seats in both public and private medical and dental institutions.
