Punjab Govt Revised Eligibility Medical University Vice Chancellors

The Government of the Punjab has officially announced a significant overhaul of the recruitment criteria for the position of Vice Chancellor VC in public sector medical universities. Aimed at ensuring robust administrative oversight and fostering academic excellence, the Specialized Healthcare and Medical Education SHC&ME Department has introduced revised regulations through new legislative amendments. This strategic shift is designed to standardize leadership qualifications and enhance the institutional performance of prominent medical varsities across the province.
Key Policy Changes and Eligibility Criteria
The revised guidelines introduce several stringent conditions to ensure that the leadership of these medical institutions in Punjab remains focused, dedicated, and highly qualified. Notable changes to the eligibility criteria for vice chancellors include:
Adjusted Age Limit: The maximum age limit for appointment as a Vice Chancellor has been increased from 65 to 70 years, broadening the pool of experienced candidates.
Single Non-Extendable Term: To ensure fresh perspectives and leadership turnover, VCs will now serve a single, fixed four-year term. The previous practice of granting multiple extensions has been abolished.
Full-Time Commitment: The government has enforced a strict ban on holding any other paid or unpaid office, whether administrative, academic, or honorary. This mandate ensures that VCs remain fully committed to their core duties at the university.
Prohibition of Private Practice: A major reform in this policy is the complete ban on private medical practice for VCs, both inside and outside the university premises, ensuring the position remains a full-time professional commitment.
Standardizing Selection for Academic Excellence
Candidates aspiring for these prestigious academic leadership roles must possess an MBBS degree or equivalent Level III medical qualification. Furthermore, they are required to have at least 10 years of experience as a professor and a documented history of research, with a minimum of 20 publications in indexed medical journals. The selection process also mandates the submission of a No Objection Certificate NOC, No Enquiry Certificate NEC, and No Due Certificate NDC from current employers to ensure transparency and accountability.

By implementing these medical university administration reforms, the Punjab government seeks to minimize systemic loopholes that have previously hindered institutional progress. The requirement for a single four-year term and the removal of private practice exemptions are calculated moves to ensure that the focus of university leadership remains squarely on elevating the standards of teaching, research, and clinical outcomes.
