Pakistan Medical and Dental Council PMDC has recently mandated that Pakistani students seeking to pursue medical education abroad must now pass the Medical and Dental College Admission Test MDCAT. This move is intended to standardize the qualifications of students and align with global medical education practices. Mandatory MDCAT for Students Pursuing Medical Education Abroad
Jawad Amin Khan, a member of PMDC’s executive committee, confirmed that students who have completed their intermediate science Pre-Medical exams and are planning to apply for MBBS or BDS programs abroad will now be required to take and pass the MDCAT. This policy aims to provide better insight into the number and quality of Pakistani students enrolled in foreign medical programs.

Addressing Concerns Over Foreign Medical Institutions

PMDC has expressed concerns over the lack of transparency and data regarding the admission processes, curriculum, and infrastructure of foreign medical colleges. According to Jawad Amin Khan, PMDC is not fully aware of the educational standards at these institutions. To address this, the council has developed a policy requiring students applying for MBBS or BDS abroad to register for and pass the MDCAT 2025.

MDCAT Certification and Registration Process

Upon successfully passing the MDCAT, Pakistani students will receive a certificate of success. This certification will be a prerequisite for applying to MBBS and BDS programs abroad. Additionally, these students will be registered with PMDC. New Equivalency Test for Returning Students

PMDC has also introduced reforms to its equivalency test for students returning to Pakistan after studying medicine abroad. Jawad Amin Khan reported that only 2% of the students who graduated from foreign medical colleges in 2024 passed the PMDC equivalency test. Under the new rules, the National University of Medical Sciences NUMS will conduct the equivalency tests, and only those who pass will be eligible to register with PMDC as licensed doctors.

Inspection of Foreign Medical Colleges

To ensure that foreign medical colleges meet PMDC’s educational standards, inspections will be conducted in smaller countries such as Kyrgyzstan and Uzbekistan. These countries have become popular destinations for Pakistani students, and PMDC wants to verify whether their institutions adhere to the necessary quality standards, including the presence of teaching hospitals.

Financial and Educational Challenges for Students Abroad

Jawad Amin Khan highlighted the financial burden on Pakistani students studying abroad, with tuition fees often exceeding $10,000 annually, excluding accommodation and living expenses. On average, students pay around $50,000 per year, contributing to a significant outflow of foreign exchange from Pakistan. Additionally, the medical education curriculum in many of these countries differs considerably from that in Pakistan, raising concerns about the competence of returning graduates.

Social Media and Misleading Advertisements

PMDC has raised concerns about misleading social media campaigns that claim foreign medical colleges offer high-quality education. Many students, unaware of the reality behind these advertisements, are being misled into enrolling in institutions that lack essential facilities, such as teaching hospitals. This issue has become particularly prominent with the rise of Pakistani students choosing medical education in smaller countries through local agents and deceptive promotions. The new policies by PMDC aim to protect students from such misleading campaigns and ensure they receive education that meets Pakistan’s standards.
