PMDC Reintroduces Licensing Exam for MBBS and BDS Graduates

Islamabad – In a landmark move aimed at uplifting medical education standards, the Pakistan Medical and Dental Council PMDC is set to reinstate the National Licensing Examination NLE for all MBBS and BDS graduates from both public and private medical colleges across Pakistan.
PMDC President Dr. Rizwan Taj, addressing the Senate Standing Committee on National Health Services, confirmed that no medical graduate—local or foreign-trained—will be allowed to practice medicine in Pakistan without passing the NLE. The council meeting scheduled for July 27, 2025, is expected to formally approve the reintroduction of this critical licensing step.
“The earlier decision to abolish the NLE was unfortunate and inconsistent with global medical standards,” Dr. Taj remarked.
Why is NLE 2025 Being Reintroduced?
The move comes as a response to concerns over declining educational standards and the unregulated growth of medical colleges, especially in provinces like Khyber Pakhtunkhwa. Lawmakers have also raised alarm over unpaid house jobs and inadequate training of foreign-educated doctors.
Foreign Medical Graduates Under Scrutiny
Senator Mohmand highlighted that Pakistani families are spending up to Rs. 7.5 million annually for their childrens education abroad, often at unrecognized or low-quality institutions. Meanwhile, Federal Health Minister Mustafa Kamal revealed that Pakistan loses nearly $400 million in foreign exchange each year due to this medical exodus. A majority of these foreign-trained doctors fail the NLE, further straining the healthcare system.
The reinstatement of the NLE aims to create a standardized, merit-based filter for all future medical professionals in Pakistan. It is also aligned with international medical licensing practices, ensuring that practitioners meet globally accepted levels of competency and ethical standards.
