In a transformative move for Pakistan’s healthcare sector, the Pakistan Medical and Dental Council PMDC has enforced a comprehensively revised Code of Ethics for 2026. This update introduces a mandatory 2% to 5% disability quota for admissions into MBBS and BDS programs nationwide, effectively breaking barriers for aspiring healthcare professionals with physical challenges.
 
The Councils new framework emphasizes "inclusive excellence," ensuring that no candidate is denied an opportunity based on disability alone, provided they meet the necessary functional requirements to practice safely. To facilitate this, PMDC has mandated that medical colleges establish dedicated Disability Support Units. These units will provide assistive technologies and adapted training environments to help students succeed in their professional journeys.
 
President PMDC, Prof. Dr. Rizwan Taj, stated that the revised code is the result of two years of rigorous review. It aims to bridge previous regulatory gaps and modernize the standards of practice in Pakistan. Key pillars of the update include:
 
  • Structured Quotas: A minimum of 2% and a maximum of 5% seats reserved for persons with disabilities.
  • Fitness Boards: Federal and provincial boards will conduct objective assessments for licensure.
  • Patient-Centric Care: Enhanced focus on patient dignity, non-discrimination, and data confidentiality.
  • Accountability: Stricter penalties for professional misconduct and negligence.
 
From an educational perspective, the inclusion of medical fitness boards ensures that the quality of healthcare remains uncompromised. Candidates will still need to clear the MDCAT and meet core academic criteria, but they will now be supported by reasonable accommodations during their studies and examinations.
 
This policy shift not only fulfills Pakistans international commitments to the WHO Global Disability Action Plan but also strengthens the publics trust in the medical profession by enforcing a higher standard of ethical behavior for all registered doctors and dentists.
