According to official figures released by the Pakistan Medical and Dental Council PMDC, not a single Pakistani medical graduate educated in Barbados, Cuba, Cyprus, the Dominican Republic, Georgia, the Philippines, Saint Lucia, or Sudan managed to pass the National Registration Examination NRE Step-1 held in December 2025. The data points to wider concerns about the standard of overseas medical education, as only around 20 percent of foreign-qualified doctors passed the exam nationwide. Of the 7,076 candidates who appeared, merely 1,473 were successful, while 5,603 failed, setting the overall pass rate at 20.8 percent.

Regulatory authorities termed the zero-pass outcome from eight countries alarming, suggesting that the problem reflects structural and academic weaknesses rather than the performance of individual students.

Kyrgyzstan sent the largest number of candidates, but only 951 out of 4,256 cleared the exam, translating to a success rate of about 22 percent. China followed with 333 passes from 2,154 candidates, giving a pass rate of nearly 15.5 percent.

Performance from other Central Asian countries was also poor. Kazakhstan produced 54 successful candidates out of 174, Uzbekistan 35 out of 116, and Tajikistan 30 out of 91. From Russia, just two out of 16 candidates passed.

In neighboring and regional countries, Afghanistan recorded 18 passes from 160 candidates, while Ukraine and Malaysia each saw only two and one candidates pass, respectively.

Although a few countries showed higher success ratios, officials warned that these figures are not reliable due to very small candidate numbers. Notably, Bangladesh recorded 10 passes out of 11 candidates, and Iran reported 20 successes from 39 candidates. Meanwhile, Bahrain, Saudi Arabia, Hungary, Poland, Romania, the United Kingdom, and the United Arab Emirates each achieved a 100 percent pass rate, with only one to three candidates appearing from each location.
