Pakistan Spends Less Than 1% of GDP on Education

Pakistan continues to allocate a very small portion of its economic resources to education, spending only 0.8 percent of its GDP on the sector during the first nine months of fiscal year 2025. This figure reflects combined federal and provincial expenditures and remains significantly below the international , where most countries invest between 4 to 6 percent of their GDP in education. Sharp Decline in Education Funding Raises Alarms

From July to March of FY 2025, education spending fell sharply by 29.4 percent, ping from Rs 1,251.06 billion the previous year to Rs 899.6 billion. This reduction has come at a time when the country is already grappling with serious educational issues, including low literacy rates, poor enrollment figures, and inadequate school infrastructure.

Education experts and policymakers have expressed growing concern over the shrinking budget, warning that such limited investment jeopardizes Pakistan’s ability to meet both national priorities and global commitments like the Sustainable Development Goals SDGs. Although the government often emphasizes education as a cornerstone for social and economic development, the reality is that the sector continues to suffer from chronic underfunding. As a result, millions of children remain out of school, and many public schools still lack essential facilities such as electricity and safe drinking water.
