The National Assembly Standing Committee on National Health Services, Regulations, and Coordination has called on the government to implement immediate reforms addressing rising concerns in medical education, PMDC regulations, and administrative governance in major health institutions. MDCAT Validity Sparks Debate Over Fairness

A key discussion point was the three-year validity of MDCAT results, which has been widely criticized by students, parents, and institutions. Committee members argued that comparing scores from different years is unfair due to variations in exam difficulty, syllabus updates, and inconsistent testing standards.

Lawmakers warned that using results from multiple years creates an uneven playing field, disadvantaging students who took exams under stricter conditions. They emphasized the need for transparency and equal opportunity in medical admissions. The Health Minister acknowledged these concerns but noted that the current admission cycle would remain unchanged while promising that legislative changes would be considered to maintain the integrity of medical education.

Rising Vacant Seats in MBBS and BDS Programs

The committee expressed concern over the growing number of unfilled MBBS and BDS seats. Many seats remain vacant as students frequently transfer between colleges or change disciplines. Proposed solutions included:

  • Banning inter-college transfers to prevent seat wastage
  • Improving waiting list management to fill seats efficiently
  • Establishing transparent admission timelines to reduce delays

The Health Minister directed the PMDC, Law Division, and public university vice chancellors to submit a legally vetted plan within two days to create a permanent mechanism preventing future seat losses.

IBCC Equivalency Issues Affect Cambridge Students

The committee also addressed complaints about the Inter-Board Committee of Chairmen IBCC equivalency formulas, which disadvantage Cambridge system students by reducing their marks compared to local board students. MNA Malani instructed the committee to work with IBCC to develop a fair, transparent, and internationally aligned equivalency process to ensure no student is penalized for their educational system.

Governance Concerns at PNMC Prompt Reforms

Administrative irregularities within the PNMC were also discussed, including the continued involvement of a previously removed official. The Health Minister confirmed that the newly reconstituted PNMC would hold its first meeting next week, with all outstanding reforms to be implemented within one week to ensure professional governance of the nursing sector.

Other Health Sector Issues

The committee reviewed additional matters impacting health governance, including:

  • Strengthening oversight of the Drug Regulatory Authority of Pakistan DRAP
  • Addressing unregulated pharmacy referral practices near federal hospitals
  • Transfer of the 200-bed TB Hospital to the Punjab government to improve management

The session concluded with a strong emphasis on swift reforms to protect students and strengthen Pakistan’s health education system.
