National Assembly Panel Calls for Immediate Overhaul of MDCAT
The National Assembly Standing Committee on National Health Services, Regulations, and Coordination has urged swift reforms to address mounting concerns regarding the validity and fairness of Medical and Dental College Admission Test MDCAT results. Chaired by MNA Mahesh Kumar Malani, the committee examined pressing issues including PMDC regulations, increasing vacant seats in MBBS and BDS programs, IBCC equivalency challenges, and governance problems within the Pakistan Nursing and Midwifery Council PNMC. Urgent Reforms for Medical and Dental College Admissions
Committee members criticized the three-year validity of MDCAT results, pointing out that variations across exam years created inconsistencies and an uneven playing field for applicants. While the Health Minister confirmed that ongoing admissions could not be altered, he assured that legislative amendments would be considered based on the committee’s recommendations.
Addressing Vacant Seats and Transfer Policies
The panel discussed the rising number of vacant seats, mainly due to students changing disciplines or institutions. Measures such as banning inter-college transfers and optimizing waiting lists were evaluated. The Health Minister instructed PMDC, the Law Division, and university vice chancellors to submit a legally vetted plan within two days to prevent further seat wastage.
Equivalency and Governance Concerns
Concerns were raised regarding the IBCC’s equivalency formulas, particularly affecting Cambridge-system students. The committee chair asked members to engage directly with IBCC to develop a fair resolution. Administrative irregularities in PNMC were also highlighted, including the continued involvement of Ms. Yasmin Azad despite previous removal orders. The Health Minister confirmed that the reconstituted PNMC would meet next week to resolve all pending issues within seven days.

Additional matters discussed included DRAP oversight, pharmacy referral practices near federal hospitals, and the planned transfer of the 200-bed TB Hospital to the Punjab government.
