NA Asks PIERA’s Role in Issuing School Leaving Certificates

The National Assembly Standing Committee on Federal Education and Professional Training expressed concerns over the current system of issuing school leaving certificates through Private Educational Institutions Regulatory Authority PIERA. Committee members stressed that educational institutions themselves should properly verify student records before such certificates are issued to ensure authenticity and transparency. Federal Education Panel Reviews School Regulation, Student Welfare, and Technical Training Reforms
The committee’s 22nd meeting was held at Parliament House under the acting chairmanship of Syeda Amnah Batool. During the session, members also highlighted the importance of moral and civic education in both public and private schools, emphasizing that character-building and social responsibility should become essential parts of the curriculum.
Officials informed the committee that a digital portal for private schools has been introduced and annual fee increases will now remain limited between 5% and 10%. Authorities also confirmed that unregistered schools have been identified and warned that institutions violating PIERA regulations would face legal action.
The committee, however, criticized PIERA for not presenting a stronger and more detailed strategy to regulate private school fees and improve its institutional performance. Members said the authority must strengthen its operational capacity to fulfill its responsibilities effectively.
The meeting was also informed that eight international education boards are currently functioning in Pakistan, giving schools greater flexibility in selecting educational systems while also helping reduce recurring issues such as paper leaks.
During discussions regarding special education, the committee expressed serious concern that several government institutions, including the Federal Medical College, Pakistan Bait-ul-Mal, and other departments, are occupying buildings belonging to the Directorate General of Special Education DGSE. Members stressed that these facilities should be returned immediately for the welfare and support of children with disabilities. Officials stated that notices had already been issued to the occupying institutions, while the Social Welfare Training Institute has so far vacated its premises.
The committee also received a detailed briefing from National Vocational and Technical Training Commission NAVTTC, which explained its new strategy aimed at modernizing technical and vocational education. NAVTTC stated that it is shifting from outdated training methods toward industry-focused and employment-driven programs designed to improve job opportunities for youth. These reforms include international certifications, digital systems, skill development projects for disadvantaged students, and partnerships with industries to create practical employment outcomes.
Meanwhile, Inter Boards Coordination Commission IBCC briefed the committee about its role in document attestation and equivalence certification for foreign qualifications. Officials explained that students can now access services through online appointments, courier submissions, and express processing facilities. The IBCC added that its system is fully digitalized to improve transparency, efficiency, and public service delivery.
At the conclusion of the meeting, the committee appreciated the reform efforts and responsiveness shown by the Ministry of Federal Education and related organizations, including IBCC, PIERA, and DGSE. The session was attended by several MNAs, senior ministry officials, representatives from the Higher Education Commission, and other concerned authorities.
