The Khyber Pakhtunkhwa KP government has presented the Universities Amendment Bill 2024, aiming to introduce significant changes to the governance of universities in the province. The bill, introduced in the KP Assembly by Provincial Law Minister Aftab Alam, seeks to transfer the role of university chancellor from the governor to the chief minister. Additionally, the bill proposes that the chief minister will gain the authority to appoint vice-chancellors VCs. Key Features of the Universities Amendment Bill

  1. Vice Chancellor Appointments: Under the new amendments, the chief minister will be responsible for selecting VCs from a pool of three candidates recommended by the Academic Search Committee.

  2. Term and Performance Review for VCs: Vice-chancellors will serve a four-year term, with a performance review scheduled at the halfway point. If their performance is rated below 65%, their term may be terminated.

  3. Changes in Registrar Appointments: The bill also introduces a revised procedure for selecting university registrars, granting the chancellor the power to choose a registrar from the university’s administrative officers.

Discussion on Violence in Kurram District

In a session chaired by Speaker Babar Saleem Swati, Minister Aftab Alam also addressed the recent violence in the Kurram district, linking the unrest to the spread of misinformation on social media. Alam informed the assembly that the provincial government acted swiftly, visiting Kurram immediately after the clashes. Efforts are ongoing to disarm those involved, and the chief minister has empowered a peace jirga to mediate the situation. Additionally, an operation to seize weapons is set to begin.

Oppositions Criticism and Calls for Dialogue

During the session, opposition member Jalal Khan of the PML-N strongly criticized political violence, particularly incidents at D-Chowk, and held political leadership responsible for the unrest. Khan called for dialogue over conflict, emphasizing the importance of avoiding harm to innocent lives during protests. "Stop playing with the lives of innocent people," he urged, demanding accountability from leaders for the casualties during the protests.
