Japan is planning a major update to its immigration system as policymakers consider introducing a Japanese language proficiency requirement for permanent residency. The proposal is currently under discussion and may become part of revised immigration regulations expected to take effect from April 2027.

The move is aimed at strengthening social integration as the number of foreign residents in Japan continues to rise at a record pace.

Why Japan Is Reviewing Permanent Residency Rules

According to Japanese media reports, a policy panel from the ruling Liberal Democratic Party LDP is reviewing existing permanent residency criteria. The panel is examining whether basic Japanese language skills should become mandatory for applicants seeking long-term settlement in the country.

At present, permanent residency can only be revoked in serious cases such as intentional tax evasion or criminal offenses. However, Japanese language proficiency is not currently required to obtain permanent resident status.

Record Number of Foreign Residents in Japan

Data from the Immigration Services Agency shows that as of June, Japan recorded an all-time high of 3.96 million foreign residents.

  • Permanent residents: approx. 930,000
  • Share of foreign population: nearly 25%

This demographic shift has prompted authorities to reconsider how residency policies support integration and administrative efficiency.

Possible Impact of a Language Requirement

Although no final decision has been announced, officials are reportedly considering requiring applicants to pass a Japanese Language Proficiency Test JLPT, possibly at N3 or N4 level.

If introduced, the new rule could:

  • Increase preparation time for applicants
  • Add costs related to language classes and exams
  • Delay applications for residents with limited Japanese ability
  • Benefit long-term residents already fluent in Japanese
