Inter Certificates to Be Recognized by Foreign Universities Soon

ISLAMABAD – In a landmark development for Pakistani students, the Inter Board Coordination Commission IBCC has announced that Pakistani intermediate certificates will soon be directly accepted by international universities, eliminating the need for lengthy equivalence and manual verifications.

This announcement was made by Dr. Ghulam Ali Mallah, the Executive Director of IBCC, during an interview with a national daily, where he highlighted the commission’s efforts to modernize the country’s education credential system.

International Recognition in Progress

According to Dr. Mallah, the IBCC is working closely with UK’s ECCTIS the official UK body for international qualifications to ensure that Pakistani HSSC certificates and intermediate qualifications are formally recognized for university admission abroad.

This effort isn’t limited to the UK. IBCC is reportedly in active discussions with multiple countries and educational boards globally to streamline and digitally verify Pakistani credentials.

Major Reforms in Pakistan’s Certification System

Some key reforms already implemented by the IBCC include:

Elimination of Sealed Envelopes: Students no longer need to submit sealed envelopes for verification.
Online Verification Services: All 29 education and technical boards in Pakistan now offer digital verification.
QR Code-Based Equivalence Certificates: Students can now access tamper-proof, QR-embedded certificates.
Digital Attestation Portal: IBCC has introduced a fully online platform for attestation and equivalence applications.
Religious Credential Verification Coming Soon: Online verification for religious seminary degrees will also be available shortly.

IBCC Reforms Backed by Parliament

The IBCC was restructured in 2023 through an Act of Parliament, transforming it from the Inter Boards Committee of Chairmen into a modern, autonomous body. The reformed IBCC is now legally empowered to:

Evaluate foreign qualifications
Grant equivalence based on a strict 15-point assessment criteria
Maintain an online registration system for foreign boards

This change places IBCC at the heart of Pakistan’s international academic alignment, making it easier for students to study abroad.

These reforms mean that students with a Pakistani HSSC/intermediate certificate may soon:
