IBCC to Oversee All Foreign Curriculums in Pakistan

A subcommittee of Pakistan’s National Assembly has mandated that all foreign examination boards operating within the country must now function under the regulatory supervision of the Federal Ministry of Education and the Inter-Board Coordination Commission IBCC. This decision emerged during a recent meeting of the subcommittee on Federal Education, chaired by MNA Sabheen Ghoury, at the IBCC headquarters. The session focused heavily on the recent leak of Cambridge O and A Level exam papers. The students can get the detailed information of IBCC to Oversee All Foreign Curriculums in Pakistan.
Lawmakers expressed strong concerns about the breach, which involved the partial leak of three Cambridge Assessment International Education CAIE papers. A CAIE representative informed the committee that affected students would either receive grades in line with Cambridge’s special consideration policy or have the opportunity to retake the compromised exams in November 2025, free of charge.
The committee also proposed that any future leaks should be independently investigated by a neutral third party. In addition, the discussion addressed the taxation status of foreign exam boards, with the British Council explaining that CAIE exams are administered under a broader bilateral government arrangement.
Dr. Ghulam Ali Mallah, Executive Director of the IBCC, announced plans to convene a meeting with all international examination boards to formulate a consistent policy framework. He emphasized the IBCC’s role in aligning academic assessments and enhancing both local and international collaboration. Invitations for this policy meeting have already been sent out to the relevant boards.
On June 30, Cambridge University confirmed the specific papers that were leaked: AS & A Level Mathematics Papers 12 and 42, and Computer Science Paper 22. While results for these exams will still be issued on time, students who sat the compromised papers can register for free resits in the November 2025 session. Schools will receive instructions after the June 2025 results, while private candidates will be guided by the British Council for resit registration.
