HEC Special Equivalence Exam for Law Graduates 2024




Higher Education Commission HEC has announced the Special Equivalence Examination SEE-Law 2024 for law graduates of foreign universities, following a directive from the Supreme Court of Pakistan. Graduates from foreign institutions recognized by HEC and the Pakistan Bar Council PBC must clear this exam before they are eligible to appear in the Law Graduate Assessment Test LAW-GAT, which is a prerequisite for enrolling as an advocate with the Bar Council. Eligibility and Application Process

The exam is open to law graduates who have earned their degrees from HEC and PBC-recognized foreign institutions. Eligible candidates must have a Bachelors degree or its equivalent from these recognized institutions. The exam is scheduled for November 3, 2024, and interested candidates can submit their online applications. The deadline for online registration is October 15, 2024.


Exam Subjects and Format

SEE-Law 2024 will test candidates on five key legal subjects:


  • The Constitution of Pakistan

  • Civil Procedure Code

  • Criminal Procedure Code

  • Qanoon-e-Shahadat Law of Evidence

  • Specific Relief Act


The exam will consist solely of Multiple-Choice Questions MCQs, and any changes to the test schedule will be communicated via the HEC website.


Roll Number Slip and Test Centers

Once registered, candidates can download their Roll Number Slip from the HEC website. A copy will also be sent to their registered email address a week before the test date. Candidates are required to bring the printed Roll Number Slip and their original CNIC to the examination center. The test will be conducted in federal and provincial capitals, and candidates must select their preferred test center during the application process. This selection cannot be changed later.


Registration Procedure

To register for the SEE-Law Test, applicants must visit the HEC online registration portal. If they encounter any issues during the registration process, they can seek assistance through HEC’s online help or by visiting the HEC Secretariat or regional centers. The exam fee must be paid through the 1Link 1bill system, using a variety of payment options, including banking apps and mobile payment services like EasyPaisa and JazzCash.


Other Important Conditions

A minimum score of 50% is required to pass the SEE-Law exam. Candidates are allowed up to three attempts to clear the exam, and it will be conducted twice a year—in February and August. All applicants must also meet any additional requirements set by the Pakistan Bar Council. The exam fee is non-refundable and non-transferable.
