HEC Launches National Skill Test for Pakistan IT Graduates
The Higher Education Commission HEC of Pakistan has officially moved to block the legislative shortcut for establishing new universities. In a high-level letter addressed to the Speaker of the National Assembly and the Chairman of the Senate, HEC Chairman Niaz Ahmad Akhtar demanded that no university charter be granted without a prior "Technical Evaluation" by the commission.
The HEC’s intervention comes after several institutions, established through direct legislative acts in the past, failed to meet basic academic requirements. These "charter-first, faculty-later" institutions have historically faced severe operational crises, including:
- Infrastructure Gaps: Schools lacking proper labs, libraries, and classrooms.
- Faculty Shortages: An inability to recruit qualified PhD holders and researchers.
- Financial Instability: A lack of endowment funds leading to sudden closures or fee hikes.
Under the HEC Ordinance 2002, the commission is the sole statutory regulator responsible for verifying that an institution meets national quality standards. By enforcing federal cabinet-approved guidelines—which require feasibility studies and infrastructure inspections before a charter is issued—the HEC aims to protect students from investing in degrees from substandard institutions.
