HEC Imposes Centralized Test Mandate Master Admissions
The Higher Education Commission HEC has rolled out a sweeping policy overhaul, establishing standardized entry assessments as a strict requirement for graduate-level applicants across Pakistan. Moving forward, individuals targeting Level 7 programs, such as MS and HEC MPhil Program 2026, along with Level 8 doctoral tracks, must pass the Graduate Record Exams GRE or the Higher Education Aptitude Test HAT.
National Testing Framework Eliminates Individual University Entrance Exams
This central mandate transitions local enrollment away from individual institution criteria. Under this revised structure, both public and private universities are legally barred from administering independent, localized entrance exams. The HEC implemented this operational shift after an evaluation of previous admissions models revealed the necessity for a unified, dependable, and nationwide standard to assess higher education candidates.
The HEC explicitly detailed that this framework is designed to upgrade academic standardization, secure transparency, and preserve an objective meritocratic system. Additionally, the policy is structured to enforce quality assurance and guarantee an even playing field for graduate candidates throughout the country.
To maintain a standardized evaluation metric, all relevant general and specialized subject-based assessments will be managed directly through the HEC’s specialized wing, the Education Testing Council ETC. The statutory body has issued a formal directive to all domestic higher education providers, ordering strict adherence and operational compliance with the unified testing framework starting from the Fall 2026 academic admissions cycle.
