The Higher Education Commission HEC has recently imposed a comprehensive ban on universities from granting new affiliations to colleges and institutions. This includes affiliations for various programs, with the aim of ensuring the quality of education across the country. This decision is part of HECs ongoing review of the Affiliation Policy/Criteria, which seeks to enhance the standards of higher education and address concerns regarding certain public sector universities granting affiliations to inadequate colleges and institutions, despite clear directives from HEC. Immediate Halt to Granting New Affiliations

All public sector Higher Education Institutions HEIs authorized to grant affiliations have been instructed to immediately cease granting new affiliations to colleges, institutions, and programs until revised criteria are issued. The ban is intended to prevent the further proliferation of affiliations that do not meet the necessary standards. This proactive step will ensure that the future affiliations adhere to the revised criteria that prioritize quality education.


Extension of Affiliations and Involvement of HEC Nominee

While new affiliations are prohibited, the extension of affiliations for already affiliated programs and colleges/institutions is allowed. However, for the renewal of these affiliations, an HEC nominee must be part of the Affiliation Committee. This requirement guarantees the involvement of HEC in the evaluation and approval process, ensuring compliance with quality standards.


Withdrawal of Affiliation Advertisements

Public sector HEIs have been instructed to promptly withdraw any advertisements related to granting affiliations that have been published in print and social media. This measure aims to align the information provided with the ban on new affiliations and prevent any confusion or misinformation among prospective students or institutions.


Consequences for Non-Compliance

Non-compliance with these directions will result in the non-recognition and non-attestation of degrees issued by the non-compliant HEIs. HEC reserves the right to initiate appropriate actions, following the Standard Operating Procedures SOPs, to address any violations and ensure adherence to the established guidelines.


HECs Authority and Purpose

This decision is made in accordance with the authority vested in HEC under Ordinance No. LIII of 2002 Amendment Act No. XXI of 2021 and Second Amendment Act No. XXII of 2022, specifically Section 10-1a and 10-1d. These provisions empower HEC to establish policies, guiding principles, and priorities for HEIs, ensuring the socio-economic development of Pakistan, as well as to prescribe conditions for the opening and operation of institutions, including those outside the state educational system.
