The National Coalition Party NCP, led by Finlands Prime Minister Petteri Orpo, has put forth a proposal that could potentially mark the end of free education for international students hailing from outside the European uni on EU and European Economic Area EEA. This proposition aims to require non-EU/EEA international students to bear the full cost of their education, a move primarily motivated by the desire to allocate government resources towards the education of Finnish students. The decision comes in light of recent reports indicating that nearly half of international students do not intend to remain in Finland post-graduation. Their departure is often attributed to the challenges of securing employment, limited career prospects, and difficulties adapting to Finnish life. Despite these concerns, Finland continues to be an attractive destination for immigrants. The Finnish Immigration Service has reported a significant surge in residence permit applications related to work, family reunification, and education. In 2023, there was a notable increase in applications for work residence permits, partly due to new legislation that grants students a residence permit for the entire duration of their degree program and permits them to work during their studies.


Analyzing the statistics, it becomes evident that the majority of applicants in the first half of this year sought to pursue degrees in Finland, with approximately 90% originating from countries such as China, India, Bangladesh, Pakistan, and Sri Lanka. Compared to the previous year, there was a striking 48% rise in the number of applications in 2023, indicating the countrys continued allure as an educational hub.


However, its essential to note that obtaining approval for these permits is not guaranteed. While 95% of foreign student applications are approved, those that face rejection typically lack substantial financial documentation. The Finnish Immigration Service underscores the necessity for students to demonstrate sufficient funds to cover living expenses and potential medical costs.


Additionally, non-EU students often do not qualify for financial assistance for their studies and frequently face higher tuition fees. Despite these challenges, their residence permits can be valid for the entire duration of their studies in Finland. As Finland grapples with the decision to potentially shift the burden of tuition fees onto international students, it remains to be seen how this proposal will impact the countrys reputation as an educational destination.
