Acknowledging the importance of a transparent and fair examination system, the PMDC has formed a dedicated committee tasked with addressing the pressing issues that have plagued the test in recent years. This comprehensive effort includes the creation of sub-committees to focus on specific areas of improvement, signaling a new era for MDCAT reforms. The meeting was led by the committees Chairman, Prof. Dr. Suhail Amin, who provided a detailed overview of the MDCAT 2024 process and the legal framework guiding its implementation under the PMDC Act 2022.
 
A critical highlight was the scale of participation in the MDCAT 2024 exams, which saw 167,772 candidates registered from across Pakistan, as well as centers in Dubai and Saudi Arabia. Members were presented with performance data, including statistics on candidate scores and institutional outcomes. Updates on retakes for examinations held by certain universities in Sindh and under federal jurisdiction were also shared, underlining the PMDCs commitment to addressing any irregularities.
 
Focus on Syllabus Uniformity and Cognitive Skill Assessments
 
One of the core issues discussed was the need for a unified syllabus. The Chairman emphasized that standardizing the syllabus is essential to ensure a level playing field for candidates nationwide. The integration of advanced technology into the examination process was also prioritized to reduce human errors and enhance transparency.
 
The discussion revealed significant challenges, such as ensuring consistency in the test’s level of difficulty across provinces. Prof. Dr. Suhail Amin shared insights from interviews with successful candidates, noting that while their academic scores were impressive, their broader personality development and critical thinking skills often fell short. He stressed the importance of shifting focus from rote memorization to assessments that evaluate cognitive abilities, critical thinking, and ethical judgment.
 
Recognizing that major changes to the exam structure might face resistance from stakeholders, the committee resolved to begin with incremental improvements, focusing on cognitive-level assessments as a practical first step.
 
Advancements in E-Assessment and Modern Exam Framework
 
A significant part of the discussion centered on the potential for transitioning MDCAT to an electronic assessment e-assessment format. The committee highlighted the practicality of such a shift for conducting multiple-choice questions MCQs while ensuring enhanced security and efficiency. The Inter Board Committee of Chairmen IBCC announced the completion of the “Examination Bible,” a comprehensive guide for grades 9-12, designed to standardize exam procedures and question development across the country.
 
The members emphasized that developing a secure e-assessment system is achievable with proper planning and technical support. The proposed system would not rely on internet-based assessments, thereby mitigating connectivity issues. Instead, a center-based model similar to previous practices was recommended, with the Higher Education Commission HEC providing secure portals to prevent breaches.
 
The MDCAT syllabus has already undergone one round of revisions, but further refinements are planned. The committee acknowledged that the question bank needs substantial enhancement to align with global standards, incorporating content that assesses higher cognitive skills, ethical considerations, and contextual knowledge.
 
Creation of Sub-Committees and Strategic Action Plans
 
To effectively address the challenges and implement the proposed reforms, three specialized sub-committees have been established:
 
 
MDCAT Syllabus Committee
 
This four-member sub-committee is tasked with developing a unified syllabus in collaboration with local and international boards. They will also create a Table of Specifications TOS and outline a sustainable question bank framework.
 
E-Assessment Project Committee
 
Comprising three members, this committee will focus on designing a secure e-assessment system. Their responsibilities include drafting technical specifications, cost analyses, and a comprehensive plan for implementing centralized e-MDCAT exams.
 
MDCAT Policy Document Committee
 
A two-member team is charged with drafting a policy document that outlines guidelines for the seamless implementation of the national examination system.
 
The sub-committees have been given a December 2024 deadline to submit their initial drafts. These will be reviewed in subsequent meetings to finalize the action plan.
 
Commitment to Excellence and Integrity
 
In his closing remarks, Prof. Dr. Rizwan Taj reiterated the PMDC’s unwavering commitment to ensuring fairness and transparency in the MDCAT process. With the identification of three key areas—Content, Conduct, and Policy—the committee concluded the meeting by outlining its strategic priorities and assigning specific tasks to the sub-committees.
