Canada Announces 408 000 Study Permits for 2026




Canada has confirmed it will issue 408,000 study permits in 2026, continuing its plan to reduce the proportion of temporary residents to below 5% by the end of 2027. This represents a 7% decrease compared to 2025 and 16% lower than the 2024 target. Of the total permits, 155,000 are allocated for new international students, while 253,000 are reserved for extensions for current or returning students. The measure aims to manage growth and ensure the International Student Program aligns with Canada’s national priorities. PAL/TAL Exemption for Graduate Students

Starting January 1, 2026, master’s and doctoral students at publicly designated learning institutions DLIs will no longer require a Provincial or Territorial Attestation Letter PAL/TAL to apply for a study permit. This exemption acknowledges the importance of graduate research for innovation and long-term national development. Eligible students include:

  • Master’s and doctoral students at public DLIs
  • Primary and secondary school students
  • Government priority and vulnerable groups
  • Current permit holders renewing at the same DLI and level

Approximately 49,000 graduate students are expected to benefit from this change.

PAL/TAL-Required Permits by Province

Out of the 180,000 permits still requiring a PAL/TAL, Ontario and Quebec receive the largest shares due to their higher student populations and institutional numbers. Other provinces and territories receive allocations based on population and past approval rates. A few examples include:

  • Ontario: 70,074
  • Quebec: 39,474
  • British Columbia: 24,786
  • Alberta: 21,582

In total, Canada will accept a maximum of 309,670 applications from PAL/TAL-required students in 2026.
