The Higher Education Commission HEC is set to administer the Special Equivalence Examination SEE-Law 2024 for law graduates from foreign universities, as per the directives of the Honorable Supreme Court. Graduates holding law degrees from HEC/PBC-recognized foreign institutions must pass the SEE-Law before taking the Law Graduate Assessment Test LAW-GAT, a prerequisite for Bar Council enrolment as an Advocate. Eligibility and Application Process

Law graduates from HEC/PBC-recognized foreign universities or institutions who hold a Bachelors degree or equivalent are eligible to apply for the SEE-Law 2024. The examination will be held on July 14, 2024. Interested candidates must apply online. Upon successful registration, applicants can download their Roll Number Slip from the HEC website and will also receive it via their registered email address one week before the test date. Notifications about the examination date, time, and venue will be sent via email/SMS.


Examination Subjects and Format

The SEE-Law 2024 will cover the following five subjects:


  • Constitution of Pakistan

  • Civil Procedure Code

  • Criminal Procedure Code

  • Qanoon-e-Shahadat

  • Specific Relief Act


The examination will consist solely of Multiple Choice Questions MCQs. The test is tentatively scheduled for May 14, 2024. Any changes to the test schedule will be communicated through the official HEC website.


Examination Centers

The SEE-Law test will be conducted in federal and provincial capitals. Applicants can choose their preferred examination center from the list provided in the application form. Once selected, the test center cannot be changed.


Registration Procedure for SEE-Law 2024

To register for the SEE-Law test, follow these steps:


  • Visit the official registration link: HEC ETC.

  • If you encounter difficulties during registration, seek assistance via the online help at HEC, visit the HEC Secretariat, or contact regional HEC centers.

  • Ensure that your application is submitted online; only submitted applications will be considered.

  • Pay the test fee using the 1Link 1Bill invoice through participating banks, ATMs, Internet banking, mobile apps, EasyPaisa, JazzCash, or UPaisa.

  • After payment, verify the transaction on the ETC dashboard.

  • The test fee is non-refundable and non-transferable.

  • The deadline for online registration is June 30, 2024.


Additional Requirements and Conditions


  • A minimum score of 50% is required to pass the SEE-Law.

  • Applicants must meet any additional criteria set by the Pakistan Bar Council.

  • Candidates are allowed up to three attempts to pass the examination.
  • HEC will conduct the examination twice a year, once in February and again in August
